常州访民潘淑英进京上访遭当地警察连续拘留 Sep 13th 2013, 02:56, by wqw0 （维权网信息员李军报道）2013年9月8日，常州访民潘淑英在北京上访，在马家楼被常州警察和联防专车从北京带回常州。 9月9日，潘淑英给另一位访民蒋雪华打来电话，说是因为上访被行政拘留10天，在办手续。 常州访民潘淑英因为自家房屋遭遇强拆去北京信访，回来后就被公安先后拘留三次， 6月份被行政拘留5天，8月份行政拘留10天，这次又是10天。地方警察拘留信访者管辖违法，存打击之嫌。
