为防继续上访，湖南一访民被没收身份证 Aug 19th 2013, 03:06, by wqw0 （维权网信息员相如报道）本网信息员获悉，湖南一些地方当局为了控制冤民上访，竟然采取违法扣押公民身份证的方式，来阻止公民上访。 据湖南省涟源市安平镇袁心村访民刘于文（男，汉族，现年49岁，，电话：15073847805）说，为了防止他继续上访，当地政府竟然把他的身份证没收了。 刘于文说，他原在湖南省涟源市安平镇留石煤矿井下采掘工人，2004年8月经娄底市职业病防疫中心确诊为二期尘肺病，鉴定为四级工残，但一直得不到经济补偿，为此，他被迫走上漫漫上访路。近日，他上访到北京，当地政府截访后，竟然把他的身份证没收了，目的是使他买不到车票，从而他就无法再上访。
